Dinamika ini tidak terjadi dalam ruang hampa, melainkan merupakan respons terhadap evolusi teori administrasi publik yang terus berkembang mengikuti tuntutan zaman. Pada awalnya, paradigma Old Public Administration (OPA) yang berakar pada pemikiran Max Weber dan Woodrow Wilson mendominasi struktur birokrasi di seluruh dunia. Dalam kerangka OPA, fokus utama manajemen aparatur adalah pada standarisasi, hierarki yang kaku, dan kepatuhan mutlak terhadap aturan prosedural. Administrasi personalia dalam era ini dipandang sebagai fungsi klerikal yang bertugas mencatat kehadiran, mengelola penggajian secara manual, dan memastikan bahwa setiap pegawai bergerak dalam koridor regulasi yang linear. Namun, seiring dengan kompleksitas persoalan publik yang tidak lagi mampu diakomodasi oleh struktur yang kaku, paradigma mulai bergeser. Munculnya\u00a0New Public Management\u00a0(NPM) pada dekade 1980- an membawa semangat korporatisasi ke dalam sektor publik. Fokus beralih pada efisiensi, efektivitas, dan ekonomi (3E), di mana aparatur sipil mulai dipandang sebagai aset yang harus dikelola dengan prinsip-prinsip manajerial sektor swasta. Meskipun NPM berhasil meningkatkan orientasi hasil, kritik tajam muncul karena model ini cenderung mengabaikan nilai- nilai demokrasi dan akuntabilitas publik yang esensial.
